If you can get to Nagasaki Station, there's bus No. 5 right outside it that will take you to like more than halfway up the mountain and you can walk up for like 20 minutes from where you get off the bus; that will be cheaper than taking the cable car (back in last June when I went there, that was like the only way, I think the ropeway was under renovation or something at that time).
