While there were no changes made to the legislative text of President Donald Trump’s megabill after it came back from the Senate, some House Republican holdouts said the president made promises to get their votes.

The House advance the Trump agenda bill on a 219-213 vote after most of the Republican holdouts flipped their votes to support the rule. Rep. Brian Fitzpatrick, R-Pa., was the only Republican to vote with all Democrats against the procedural motion. The House is now debating the bill and will soon vote on final passage.

The action suggested a breakthrough on the party’s signature legislation that came after House Republican leaders haggled into the early morning hours with conservatives holdouts.
