When Fargo voters approved a unique local election system in 2018, their goal was to choose candidates with broader support to lead North Dakota's largest city.

The fatal shootings occurred in St. Michael on Tuesday morning. The suspect was apprehended and taken into custody at approximately 1:20 p.m. No IDs have been released.
